The problem was highlighted in Thurrock last year when a number of horses were in a vulnerable state on the Mardyke as the area flooded.
It is estimated that up to 4000 horses across the country have been abandoned to a life of neglect causing a big problem to landowners, local authorities and the RSPCA.
Jackie said, "I am pleased that finally action is being taken to strengthen powers to take action against irresponsible horse owners and protect the welfare of these animals. I hope the law can be passed very soon. I would like to congratulate EHPPS and former Cllr Lyn Carr for the efforts they have made to protect the welfare of horses. the House of Commons will pass a law to deal with this issue, but we will rely on local authorities to ensure that the law is enforced.
